R S Engineering, Inc. (RSE) was formed in 1983 in Tucson by Robert Suarez who had always dedicated himself to providing high quality engineering services to his clients. That tenet remains a priority today, in this age of environmental awareness and commitment. Significant proportions of the firm's activities are directly related to the design of public infrastructure and examination, understanding, and improvement of the governing regulations and services. RSE has in-house expertise and project experience related to the investigation, study, design and construction management of public and private infrastructure facilities including roadway, water, storm, and sanitary sewer systems. Our services are supported by our strong presence in the regulatory and social environment associated with the permitting processes and public involvement aspects of projects. RSE's largest client base has historically been local municipalities, city, county, state, and federal agencies. Our in-house professionals
are registered in the states of Arizona, Nevada, New Mexico, Texas, and
Florida. Our staff includes individuals who are members in good standing
with the American Council of Engineering Companies (ACEC), American Society
of Civil Engineers (ASCE), American Public Works Association (APWA), American
Water Works Association (AWWA), International Erosion Control Association
(IECA), National Society of Professional Engineers (NSPE), Arizona Association
of County Engineers (AZACE), and Arizona Floodplain Management Association
(AZFMA).
RSE's professional staff and technicians have extensive experience in all aspects of civil engineering, including traffic engineering, traffic studies, plans, specifications and estimates preparation, alignment studies, horizontal and vertical alignment layout, street improvements, pavement overlay design, drainage improvements, signing and striping, major utility relocation, and pavement rehabilitation. Our staff uses state-of-the-art roadway design software packages supported by both Microstation and AutoCAD platforms. Our engineers and technicians use our extensive computer software library for design elements including intersection capacity analysis, flood routing, and water surface profiles. At RSE, we understand
that one of our client's primary goals is to build infrastructures that
bring lasting improvements to the communities they serve. We are committed

RSE strives for perfection not only in terms of our technical reports and plans, but also for client satisfaction. Approximately 90 percent of our work is undertaken for current or previous clients (repeat clients) - a fact that we strongly believe demonstrates the high level of trust our clients place in us due to our past performance in meeting their professional requirements. We aim to provide a superior final product to our clients by maintaining close working relationships with them to ensure that their goals and objectives are communicated and met. For each project, we assemble a team that includes experienced in-house staff as well as sub-consultants, where warranted, to provide our clients with the expertise and industry knowledge necessary to address the project issues. We understand the schedule and budget constraints that are present with many projects and we work with our clients to provide successful solutions to these issues. RSE is proud of the quality of our designs that we have provided since 1983, preparing engineering reports and construction plans within Pima County and throughout Southern Arizona. We have gained a solid

RSE stays at the forefront
of technology and is committed to the effective and efficient use of computer
and CAD resources throughout the firm. We update our hardware and software
to take full advantage of the rapidly changing technology, maintaining
the latest versions of the leading administrative and design software
packages. Our up-to-date library includes software for roadway design,
hydrologic and hydraulic analysis, coordinate geometry, intersection capacity
analysis, and project costing and scheduling. RSE engineers and designers are trained in the two major CAD programs and leading engineering design software. Our engineers and designers are proficient in AutoCAD, Autodesk Land Desktop, Microstation, and Geopak. We provide training for our employees at our on-site training facility, which ranges from an informal meeting to share ideas to formal training with internally written courses.
